Abstract

This article reconstructs the economic, engineering, and technological solutions underlying the development and operation of hydraulic infrastructure on the transboundary Irtysh River during the Soviet period in the history of Russia and Kazakhstan, beginning with the preparation of the GOELRO Plan. Methodologically, the study draws on the theory of catching-up modernization and the concept of successive techno-technological paradigms, applied to the development of hydropower infrastructure. The analysis situates the development of the Irtysh hydropower system within broader Soviet economic strategies, with particular reference to the Rudny Altai region. It traces changes in the perceived functions and strategic priorities of the Irtysh hydropower cascade as Soviet economic policy evolved throughout the twentieth century. The study demonstrates the continuity of approaches to the planning and construction of hydropower facilities and examines three major hydropower plants–the Ust-Kamenogorsk, Bukhtarma, and Shulbinsk HPPs–as well as the Irtysh cascade as a whole. These cases illustrate the evolution of hydropower development concepts on the Irtysh, the priorities that shaped project design and construction, and the engineering and technological solutions characteristic of the Soviet era. The analysis shows that hydropower development on the Irtysh reflected a broader transformation in Soviet approaches to large-scale infrastructure development: from the construction of small hydropower plants in the late 1920s and early 1930s, through medium-capacity facilities, to large hydropower plants in the postwar period, particularly from the second half of the 1950s through the 1960s. The development of the Irtysh hydropower system thus exemplified key features of the Soviet model of industrial modernization, including the eastward relocation of industrial production to regions undergoing new phases of economic development, both as part of long-term development strategies and in response to wartime exigencies and industrial evacuation. It also contributed to the emergence of new industrial sectors in these regions. The expansion of hydropower infrastructure in the upper and middle reaches of the Irtysh facilitated the development of industries associated with the fourth techno-technological paradigm, primarily in its resource-oriented segment. At the same time, the study demonstrates that the effective management of the Irtysh's water resources can no longer be ensured solely within the framework of the hydraulic infrastructure system established during the Soviet period. The river's transboundary character has become a critical factor requiring a reconsideration of existing approaches in light of the interests of all states sharing the Irtysh basin within the Greater Altai region – Russia, Mongolia, Kazakhstan, and China.
