The Tatar magazine “Gasr al-Jadid” and the Muslims of the Steppe region at the beginning of 20th century

Abstract

The study is driven by the need for a comprehensive analysis of regional forms of Muslim periodical publishing in the early twentieth century as an instrument of social modernization in the Steppe region. Despite the intensification of national movements during the Revolution of 1905-1907, the role of Tatar publications issued in Uralsk in shaping the cultural and political landscape of the region remains insufficiently examined. Particular attention is devoted to the first Tatar political and literary journal, Gasr al-Jadid, considered as a platform for interaction between the local intelligentsia and a broader Muslim readership. The purpose of this article is to identify the specific features of the journal’s emergence, operation, and closure within the framework of imperial censorship policy and the socio-political transformations of the early twentieth century. The research seeks to reconstruct the intellectual profile of its editor, K.M. Tukhvatullin, to analyze the thematic scope of the publication, to assess the contribution of regional authors, and to evaluate the journal’s impact on the Muslim population of the Steppe region. The methodological framework combines the principle of historicism, comparative historical analysis, and content analysis of the journal and related periodicals. Archival materials from central and regional repositories made it possible to trace the procedures of negotiation with censorship authorities and to identify forms of administrative pressure. A critical examination of editorial texts and censorship reviews revealed strategies of adapting content to political constraints. The findings demonstrate that the journal functioned as a significant channel for disseminating reformist ideas, including the modernization of education, the expansion of women’s rights, the development of charitable initiatives, and the involvement of Muslims in public and political life. The publication fostered an interregional intellectual network linking authors from Uralsk, Kopal, Ak-Mechet, and other cities. The editorial stance on religious policy and colonial processes was notably active. The closure of the journal resulted from a combination of factors, including intensified censorship, judicial prosecution of the editor, and financial and organizational challenges. The study concludes that the journal played a formative role in the development of a Muslim public sphere in the Steppe region. Its history reflects the interplay between modernization aspirations and enforced compromises with imperial authorities. These results position the regional Tatar press as a key component in the transformation of Muslim society in the early twentieth century and highlight prospects for further research on local centers of book culture.
